Vodafone Italy released their condicions. You can buy an UNLOCKED 3G iPhone 8GB fpr 499 € (770 $) and the 16 gb for 569 € (880 $).

Where does it say it is unlocked?
It just says pre pay plan ... If they are talking about a vodafone Italy pre pay plan, the phone will be locked I'm sure.
But maybe I am missing something... English is not my native language.
Overhere in Holland, phones you get in a pre pay plan are also locked to the provider offering that plan.

£30/month for 18 month will cost: £540 + £99 for iphone: £640
I normally pay £30 for my contract anyway, so, if its £400, its cheaper to get iphone on contract. That way unlimited internet is also included.

You can use google to convert currencies.
Search "499 EUR in GBP" in google. (same goes with other units.. like "15 inches in cm")

It only says you can buy then for €499 or €569 [8gb and 16gb]. Let's hope this is not Apple Store's price.

remember ist locked. you have to wait for an unlock and this will take time...
