BL 4.6 Unlock

Does this mean that with PWNAGE we can unlock 1.1.3 OTB with BL 4.6 without downgrading the BL to 3.9? or do we still have to downgrade to unlock 1.1.4 with latest baseband?

You don't need to downgrade. Just tick the boxes ;) If it can do it then you can tick those boxes lol. But yes. It works. I just installed 1.1.4 using the neutered 4.6 bl all pre activated and pre unlocked. No problems at all :)
