Doesn't look like there is any templates in Interface builder for Cocoa Touch apps as proposed... apps still have to be designed the old fashioned way?

Not until the next SDK update, Apple have stated this in their release notes.

The 6th March video on apple's website had a session on SDK where a drag-and-drop Interface designing tool was shown. Just dont remember the name. Just checkout that video...

The new version of the SDK that was released today has Interface Builder.
