HI ALL,
just to clarify on a few points, (was in a rush yesterday so was a bit brief).
I am Based in the UK
here's the thing, the sim has been used with a dual sim device like this one:
http://cgi.ebay.co.uk/Twin-Dual-Sim-Holder-Newest-16th-Generation-Adaptor-UK_W0QQitemZ280144711347QQihZ018QQcategoryZ68031QQ ssPageNameZWDVWQQrdZ1QQcmdZViewItem
as u can see in the description the sim has been cut so its just the chip, i have put it back into a holder to take it back up to a normal size sim.
the sim is fully functional, as i have extracted the IMSI, ICCID, and KI, and works in phones, (says inactive sim).
I have added some pics to showing the sim and in the holder

here is the actual quote from the email reply from orange
Thank you for your mail about reconnecting your sim card.
We can confirm that you are able to reconnect your sim card, free of charge. Your account will be re-connected with all of your original account details including the existing account number, service plan and mobile number. Your mobile number will be quarantined for a period of 6 months after termination. If your mobile number is no longer available you will be given a new number.
since they say the can RECONNECT that means they will be reusing this old sim card, and not issuing another sim.
also, since the sim has not been used for over 3-4 years it will no longer be the old number and be issued a new one.
anyone interested please PM me.
