I saw the apache binaries at iphone.natetrue.com, and was wondering: Can you use iPhone's Safari to connect to apache running at localhost? Can you type http://localhost/ and connect to apache running on the phone? If not, I'm not going to bother installing it, but if so...

I don't see why you shouldn't be able to.
It's a network device as any other.

I'd say as long as it's either connected to wifi or to EDGE (maybe, but definitely wifi) it should have a localhost address and you should be able to connect to it - if apache is running and no firewall is blocking.

Ok, I tried it, and you can access localhost from Safari. I got the apache test page. Now I just have to find something useful to put on there... :)

I can think of a lot of things i'd like to put on apache and the iPhone, but not many without mysql and Php or rails. I could live without mysql, but not some middleware. And much as I'd love to have local webapps, it's not enough to make me want to go back to perl or python. Cakephp or rails FTW!

Well, SQLlite, and ruby have been built for the phone, as well as python. I'm sure PHP will be ported soon enough :)
