Is it possible to chante the SIM cards IMSI?

Is it possible to chante the SIM cards IMSI? and if it is would this allow us to use the iPhone with an other carrier?

I refer to the latest opdate from the Wiki..

I could be wrong but my understanding of IMSI is if you changed it to another carrier etc, then you would have effectivly changed your number to that carrier (your phone would be attempting to communicate to that carrier not the one you are registered with) and would then be attempting to dial out using that carrier who does not have you on their database and therefore would not allow you to call.
